Description

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify potential commercial data center solutions for the Persistent Cyber Training Environment (PCTE) program. The PCTE program is a critical initiative aimed at providing advanced training environments for cyber operations, enhancing the Army's capabilities in cybersecurity and cyber defense. This research seeks to gather information from industry providers that can meet specific infrastructure requirements necessary to support this high-priority program.


The primary focus of this solicitation is to find data centers capable of accommodating significant physical and technical specifications. Providers must offer caged space sufficient for 10 racks, each measuring 42U in height and having dimensions of 750mm wide by 1200mm deep. The power requirements are substantial, necessitating 208V 50A three-phase circuits with redundant power supplies configured as four PDUs per rack, supporting up to 28.8 kW per rack.


In addition to power and space considerations, robust network connectivity is essential. Respondents should be able to provide redundant blended IP with a /27 IP Space at a speed of 5 Gbps, along with dark fiber connections between data centers that can handle up to 100 Gbps across multiple providers. Connectivity options also need to include direct links to major cloud service providers such as AWS, Google Cloud Platform, Azure, and Oracle Cloud Infrastructure.


Furthermore, the data center must ensure optimal environmental conditions with a cooling capacity of 70 tons distributed evenly across two rows of racks and maintain stringent security protocols through round-the-clock on-site monitoring. These specifications are designed to ensure that the PCTE program has access to a secure, reliable infrastructure capable of supporting its mission-critical operations.
