Description

The U.S. General Services Administration (GSA) is conducting market research on behalf of the Army to procure support services for missile simulators. The primary goal of this initiative is to enhance the capabilities of the Joint Mobile Infrared Countermeasure Test System (JMITS), Multi-Spectral Sea and Land Target System (MSALTS), and Missile Plume Simulators (MPS). These systems are integral for testing missile warning systems and supporting acquisition test and evaluation, training, and military exercises conducted by the Center for Countermeasures (CCM) at White Sands Missile Range, New Mexico.

The contract seeks specialized services in electronic hardware design, software development, technical support, maintenance, repair, and upgrades of these missile simulators. The contractor will be responsible for providing comprehensive support that includes engineering analysis, data reduction and analysis, test standards development, calibration of radiometers and emitters, as well as spiral upgrades and system improvements. Moreover, the contract encompasses hardware and software maintenance along with emergency field services to ensure operational readiness.

In addition to technical tasks related to the simulators' operation and enhancement, the contractor will also handle quality control measures such as quality assurance protocols. The scope includes maintaining compliance with security requirements while ensuring that all personnel involved possess necessary special qualifications. This non-personal services contract emphasizes accountability solely between the contractor's service providers and their employer while ensuring alignment with government objectives.

Given the complexity of these systems which include IR emitters, UV emitters, laser-based components among others; subcontracting might be necessary to fulfill specific expertise requirements. The ultimate objective is to ensure these systems remain state-of-the-art tools for countermeasure testing while adapting to evolving technological needs.
