Army - Base Operations Support Services (BOSS) - MRAS

The Army Contracting Command at Rock Island Arsenal, in collaboration with the General Services Administration (GSA), is undertaking market research to support a Base Operations Support Services (BOSS) contract. This initiative aims to ensure the efficient and effective maintenance and operation of facilities and infrastructures at the Rock Island Arsenal in Illinois. The overarching goal is to secure a comprehensive service provider capable of managing various aspects of base operations, thereby enhancing the sustainability and functionality of military installations.

The scope of work under this contract encompasses a wide range of services critical to maintaining the operational readiness and infrastructure integrity at Rock Island Arsenal. Key responsibilities include repairing and maintaining existing buildings, structures, and real property. This involves trades such as carpentry, plumbing, electrical work, masonry, painting, sign work, flooring, roofing, among others. Additionally, the contract requires the continuous operation of a hydroelectric plant which includes system inspections and maintenance tasks related to water flow management through trash racks as well as operating generating equipment.

Furthermore, contractors will be tasked with operating and maintaining several key bridges including the Moline Bridge and Rock Island Viaducts. The work also extends to pest management services within these facilities. To ensure comprehensive service delivery and accountability, a draft scoring matrix along with draft Performance Work Statement (PWS) annexes have been provided for potential vendors' review. These documents are intended for informational purposes only at this stage but will form part of the formal evaluation process upon release of an official Request for Proposal (RFP).

This requirement is anticipated as an 8(a) set-aside resulting in a hybrid task order contract that utilizes firm fixed price alongside time-and-materials pricing models over a potential ten-year period including one base year followed by nine option years. Interested 8(a) offerors are encouraged to demonstrate their capabilities in providing base operations support services similar in scope to those outlined above.
