Description

The General Services Administration (GSA) is conducting market research on behalf of the United States Army to identify capable contractors for a non-personal services contract. The primary goal of this contract is to support the United States Army Aviation Center of Excellence (AVCOE) in maintaining its solar-powered Wi-Fi network infrastructure. This initiative aligns with AVCOE's mission to facilitate the training and operational readiness of Army aviation units, ensuring they are equipped to meet current and future battlefield challenges.

The work requested involves comprehensive maintenance services for solar panel sites located at various AVCOE airfields, including Cairns Army Airfield, Shell Army Airfield, Lowe Army Heliport, Hanchey Army Heliport, and Knox Army Airfield. The contractor will be responsible for routine inspection, cleaning, repair, and maintenance of 16 solar panel locations that power Wi-Fi access points crucial for aircraft maintenance and training operations. In addition to providing all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision required for these tasks, the contractor must develop a Quality Control Plan (QCP). This plan will ensure that all services meet the standards outlined in the Performance Work Statement (PWS). The QCP should detail how performance will be monitored against deliverables and specifications while ensuring staff qualifications remain valid throughout the contract period. Furthermore, it should outline processes for identifying and correcting any service deficiencies to prevent recurrence.

This contract includes a base period of twelve months with two additional 12-month option periods available.
