The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to identify potential contractors capable of providing Area Facility Operation Specialist (aFOS) Support Services. This initiative is part of the Army's broader objective to ensure optimal readiness and operational efficiency across its Reserve facilities within the 88th Readiness Division (RD). The 88th RD, headquartered at Fort McCoy, Wisconsin, oversees a vast network of facilities spanning 19 states, including Michigan, Ohio, Indiana, Illinois, Wisconsin, Minnesota, Iowa, Kansas, Missouri, Nebraska, Colorado, Montana, North Dakota, South Dakota, Utah, Idaho, Oregon, Washington and Wyoming.

The contract seeks comprehensive maintenance services that encompass Base Operations Support (BASOPS) and Sustainment Restoration and Modernization (SRM) activities for U.S. Army Reserve facilities. The contractor will be responsible for ensuring that these facilities meet federal standards for functionality and safety. Key tasks include contract management; development of management and training plans; provision of technical support for facility sustainment operations; project management; monitoring building systems; quality assurance through technical advice and facility engineering; as well as attending meetings and providing monthly reports. A detailed list of tasks is outlined in Section 5 of the Performance Work Statement (PWS).

Facility maintenance services under this contract will cover a range of activities including Management Planning; Employee Training; Workspace Management; Customer Services; Meetings and Reporting; Facility Engineering and Management Technical Support; Quality Control; Project Management; Engineering and Computer Assisted Design Support; Facility Operations and Maintenance; Environmental Effects Services; Production Control Support; Energy Programming; and Service Contract Reporting (SCR). The contractor will be required to implement a robust Quality Control Program that emphasizes deficiency prevention over detection.

This non-personal services contract aims to provide seamless support across multiple types of Army Reserve facilities such as United States Army Reserve Centers (USARC), Operational Maintenance Support sites (OMS), Equipment Concentration Sites (ECS), Area Maintenance Support Activities (AMSA), Storage Facilities Aviation Support Facilities (ASF), Armed Forces Reserve Centers (AFRC), Local Training Areas (LTA), among others. The goal is to maintain these sites at peak operational efficiency while adhering to environmental standards.
