Army - ACS Support Services USAG Rheinland-Pfalz - MRAS

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to support the Army Community Service (ACS) at the United States Army Garrison Rheinland-Pfalz. The primary goal of this initiative is to maintain and enhance the readiness and resilience of soldiers, their families, and associated communities. This is achieved by developing, coordinating, and delivering a variety of services that promote self-reliance and stability within these communities.

The contract involves providing non-personal services for several roles within ACS. One such role is the Relocation Readiness Program Assistant, which focuses on assisting incoming and outgoing personnel with Permanent Change of Station (PCS), Exiting the Service (ETS), and separation moves. The contractor will be responsible for offering comprehensive relocation services at Kaiserslautern's Kleber Barracks and Baumholder's Smith Barracks. These services are designed to support all eligible ID card holders including active duty members, civilians, retired military personnel, National Guard members, U.S. Reserve members on active duty status, and their families.

Another key role under this contract is that of a Cross Cultural Adaptation Technician who will provide cultural adaptation training across two ACS centers located at Kleber Barracks in Kaiserslautern and Smith Barracks in Baumholder. This position involves offering cross-cultural training sessions, arranging local area tours, providing multi-level language training both in-person and online, as well as facilitating cultural mediation activities to ease transitions for army personnel into new environments.

Additionally, the contract includes roles such as Community Information Specialist at Kleber Barracks who will manage front desk operations by greeting customers both in person and over the phone while ensuring effective communication about ACS programs. Another role is that of a Community Leverage Technician who will demonstrate knowledge of social service principles while working independently or with Family Center staff to advise potential customers on available community resources. This technician will also serve as a social media moderator to enhance communication efforts for resiliency programs.
