Army - ACS Information and Referral Support Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to explore capabilities related to providing Information and Referral Support Services for the Army Community Services & Prevention Center (ACSPCPC) located at Fort Polk, Louisiana. The primary goal of this initiative is to enhance the support services available to Army Soldiers and their families, particularly as they navigate various transitions such as career assignments, deployments, family events, or crises. The contract aims to ensure that these services contribute positively towards Soldier well-being and mission readiness by facilitating family adaptation to military life.

This solicitation seeks a contractor capable of delivering comprehensive non-personal services necessary for effective information and referral support. This includes managing client intake processes and supporting deployment and mobilization efforts. The contractor will be responsible for providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required for these services. These efforts are crucial in supporting the ACSPCPC's mission of offering a broad spectrum of support that includes counseling services ranging from pre-arrival orientation for Soldiers returning from overseas deployments to family crisis counseling.

The scope of work outlined in this Performance Work Statement (PWS) emphasizes two main functions: Client Intake and Deployment & Mobilization support. By adhering to standards set forth in AR 608-1 and maintaining accreditation standards and quality measures detailed within the PWS framework, the contractor will play a vital role in ensuring that Soldiers' families receive timely referrals to both military and civilian resources. This includes consumer financial counseling as well as emergency relief service provision.
