Army - Aberdeen Test Center Security Support Services - MRAS

On behalf of the U.S. Army, the General Services Administration (GSA) is conducting market research to identify potential contractors capable of providing comprehensive security and safety support services. This initiative is part of a broader effort to ensure that the Army's Aberdeen Test Center (ATC) and the U.S. Army Test and Evaluation Command (ATEC) Headquarters maintain a secure environment conducive to their mission-critical operations. The overarching goal is to enhance security measures while ensuring compliance with applicable U.S. laws, Army regulations, and policies.

The work being requested involves a wide range of tasks aimed at bolstering security and safety at ATC and ATEC HQs. Contractors are expected to provide all necessary personnel, management, and resources required for successful service delivery as outlined in the Performance Work Statement (PWS). Key responsibilities include managing visitor control center operations, implementing security training programs, maintaining accurate training records, and ensuring adherence to procedural documents provided by the government.

The contract will have a one-year base period with two additional one-year option periods for continuity of services. The scope encompasses various tasks such as program management, technical guidance facilitation between government personnel and contractor employees through designated points of contact, and regular reporting on work progress through monthly status reports. Additionally, contractors must ensure that all employees are fully trained in relevant security procedures before commencing work.

To facilitate effective oversight and quality assurance throughout the contract period, a Quality Assurance Surveillance Plan (QASP) has been developed in accordance with FAR 46.103 standards. This plan outlines methods for monitoring contractor performance including customer feedback mechanisms and regular inspections by designated Contracting Officer Representatives (COR). These measures aim to guarantee that high-quality services are delivered consistently while safeguarding government interests.
