Army - 88th DPW Support Services - MRAS

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research for a contract aimed at supporting the 88th Readiness Division (RD) of the Army Reserve. The primary goal of this initiative is to enhance operational readiness by providing comprehensive support services across various domains including operations, maintenance, planning, and environmental management. The contract will serve approximately 54,000 soldiers and civilians across 260 Army Reserve sites within a 19-state area of responsibility. These states include Colorado, Idaho, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, North Dakota, Ohio, Oregon, South Dakota, Utah, Washington, Wisconsin and Wyoming.

The scope of work includes providing non-personal services for operations and maintenance (O&M), business operations integration division (BOID), and environmental support services as outlined in the Performance Work Statement (PWS). The contractor will be responsible for supplying all necessary personnel and resources to execute tasks related to planning operations and resource management. This effort aims to ensure that military units are adequately supported in their training and operational activities through effective real property management and environmental stewardship at various facilities such as United States Army Reserve Centers (USARC), Armed Forces Reserve Centers (AFRC), Operational Maintenance Support Facilities (OMS), Equipment Concentration Sites (ECS), Area Maintenance Support Activities (AMSA), Aviation Support Facilities (ASF), storage areas and Local Training Areas (LTA).

Additionally, the contractor is required to implement a robust Quality Control Program which emphasizes deficiency prevention over detection. This involves developing Standard Operating Procedures in collaboration with government representatives where necessary. A Quality Control Manager with substantial experience will oversee these efforts to ensure adherence to established standards throughout the contract duration. The period of performance includes an initial phase-in period followed by a base period with multiple option periods extending up to five years.
