Background
The Defense Health Agency (DHA) Armed Services Blood Program (ASBP) Office is responsible for managing blood operations and ensuring a steady supply of blood products through donor centers located at Military Treatment Facilities (MTFs). This contract aims to provide donor incentives, which include various promotional items, to encourage individuals to donate blood and blood by-products.

Work Details
The contractor will manufacture, brand, and distribute donor incentives in the form of T-shirts, Sweatshirts, Baseball Caps, Beanies, Tumblers, Journals, and Bags (Totes, Duffels & Backpacks). The items must adhere to strict military branding standards and specifications. Key details include:
- **T-Shirts**: 100% Dri-Fit or Cotton-poly blend; available in multiple colors and sizes with ASBP logo.
- **Sweatshirts**: Pullover and zip-up options; same material specifications as T-shirts.
- **Caps**: 100% cotton twill; adjustable closure with ASBP logo.
- **Beanies**: 100% acrylic knit; various colors with ASBP logo.
- **Tumblers**: Metal with lid; dishwasher safe with ASBP logo.
- **Journals**: Coated faux-leather cover; embossed ASBP logo.
- **Bags**: Heavy-duty canvas for totes and duffels; specific dimensions and designs required.

Period of Performance
The contract will be executed under an Indefinite Delivery Indefinite Quantity (IDIQ) framework, allowing for multiple orders over the contract period.

Bidder Requirements
