COMBINED SYNOPSIS/SOLICITATION

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing Request for Quotation (RFQ) for the purpose of procuring the services of Armed Security Guards within the State of Missouri for disaster declaration DR-4867 MO.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice.

The solicitation number 70FBR725Q00000003 is being issued for a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 561612 Security Guards and Patrol Services, with a small business size standard of $29,000,000.00. This is a Disaster Area Set-aside for businesses residing or primarily doing business in Bollinger (County), Butler (County), Camden (County), Carter (County), Franklin (County), Howell (County), Iron (County), Jefferson (County), Oregon (County), Ozark (County), Perry (County), Phelps (County), Reynolds (County), Ripley (County), St. Louis (County), Wayne (County), Webster (County), and Wright (County).,

The Government intends to award one or Multiple labor hour contracts to the responsible offerors submitting an overall proposal that is determined best value to the Government's needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

Quote Submission Instructions

Quotes are by Tuesday, June 3, 202, at 4:00 pm CT to Felicia Castillo, felicia.castillo@fema.dhs.gov

Contractors are requested to submit their fully burden fixed labor hour rates to provide the services outlined in the attached performance work statement. The labor hour price shall consider the Department of Labor (DOL) category 27102 Guard II labor category and level of effort required to perform the services described in the statement of work. Wage Determination No 2015-5071, 2015-5101, 2015-5093, 2015-5075, and 2015-5087.

The Offerors will be requested to prepare their proposals in two (2) separate electronic volumes consistent with the evaluation factors described below. The electronic copy shall contain one (1) original and one (1) redacted copy of the written proposal. Offerors shall reference the Solicitation Number 70FBR725Q00000003 on all documentation submitted in response to this solicitation.

Period of Performance will be a base of 90- days and 3 90-day options.

Instructions to Offerors

  1. To ensure timely evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, independent, and respond directly to the requirements of this synopsis/solicitation, and performance work statement.
  2. The contracting officer has determined there is a good probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if the contracting officer's determines adequate price competition exists no additional cost information will be requested.
  3. The Government intends on awarding one or multiple labor hour contracts as a result of this combined synopsis/solicitation.
  4. This combined synopsis/solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular 2025-03 January 17, 2025.
  5. The contractor will fill out the SF1449 which includes the CLIN pricing schedule at Attachment 2; and submit the Reps and Certs report located in www.sam.gov. In addition, the contractor agrees to hold pricing for 30 calendar days from the date specified for receipt of quotes.
  6. Submission: Reference Solicitation Number: 70FBR725Q00000003. The contractor will complete and submit the following in order to be considered for award:
    1. Offeror must have an active System for Award Management (SAM) registration by closing date of the synopsis/solicitation (06/03/2025). Contractors that submit a quote but are not registered in SAM will not be considered for award.
    2. Offeror must submit the attached Attachment 2 CLIN pricing sheet and the RFQ schedule (page 2-4 of the SF1449);
    3. Offeror must complete and submit the SF1449 to include: Business Name; Address; Phone Number; Point of Contact: Email Address; DUNS Number and/or Cage Code; and verification of local set aside per FAR 52.226-3
    4. The Offerors will submit two (2) separate electronic volumes consistent with the evaluation factors described in the RFQ. The electronic copy shall contain one (1) original and one (1) redacted copy of the written proposal. Offerors shall reference the Solicitation Number 70FBR725Q00000003 on all documentation submitted in response to this solicitation.
