Armed Protective Security Officer Services - Minnesota/Wisconsin Justification and Approval   2

Background
The Federal Protective Service (FPS) Acquisition Division has procured Armed Protective Security Officer (PSO) services on a noncompetitive basis to Triple Canopy, Inc. This contract is intended to ensure the continuation of critical security services at federally owned, leased, or occupied facilities throughout Minnesota and Wisconsin.

The goal is to allow time for the solicitation and award of a follow-on contract while providing an adequate transition period.

Work Details
The requirement includes providing Armed Protective Security Officer services at various federally protected facilities across Minnesota and Wisconsin. The services are critical for maintaining security against threats such as terrorist attacks, workplace violence, and other emergencies.

The FPS has determined that only one responsible source can fulfill these requirements due to the unique qualifications of the incumbent contractor, TC, who is currently performing satisfactorily under an existing contract. The extension will allow for a seamless transition to a new contractor while ensuring uninterrupted service during the procurement process.

Period of Performance
The period of performance for this extension is from March 1, 2026, through July 31, 2026, allowing for up to five months of additional service.

Place of Performance
The services will be performed at federally owned, leased, or occupied facilities throughout the states of Minnesota and Wisconsin.
