Description

The U.S. Department Homeland Security, Federal Protective Services (FPS), is conducting market research to identify small business contractors capable of providing Protective Security Officer (PSO) Services at various locations throughout Utah and Wyoming. PSO Services are defined in two categories: PSO Basic Services and Temporary Additional Services (TAS). PSO Basic Services are the permanent ongoing services pre-scheduled with monthly fluctuating schedules or any other services added up to any established maximums identified in the contract, and Temporary Additional Services (TAS) are services beyond the basic service requirements. TAS are the short term, non-recurring needs for service.

The Federal Protective Service protects Federal facilities and those who occupy them by conducting law enforcement and protective security services and leveraging access to the intelligence and information resources of our network of Federal, state, local, tribal, territorial, and private sector partners. The FPS mission is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government's critical infrastructure, services, and the people who provide or receive them.

FPS is seeking information from small business contractors who have performed armed PSO efforts in the last three years that were approximately 377,000 hours per year, either individually on one contract or in the aggregate on several contracts. Contractors must be fully licensed in Utah and Wyoming to perform this type of service.

Background
The U.S. Department of Homeland Security, Federal Protective Services (FPS) protects federal facilities and their occupants by conducting law enforcement and protective security services.
FPS leverages intelligence and information resources from federal, state, local, tribal, territorial, and private sector partners to prevent, protect, respond to, and recover from terrorism, criminal acts, and other hazards threatening critical infrastructure, services, and people.

Work Details
Provide armed Protective Security Officers (PSOs) under two categories: PSO Basic Services (permanent, ongoing services with monthly fluctuating schedules up to established maximums) and Temporary Additional Services (TAS) for short-term, non-recurring needs.
Furnish trained, uniformed armed PSOs to perform: patrols and response; access control; badging; screening operations; control center operations; traffic control; keys and access control; visitor processing; contract management; supervision; manpower; training; screening; equipment; supplies; licenses; permits; certifications; insurance; pre-employment screenings; reports and recordkeeping.
Ensure all work complies with applicable laws, regulations, FPS orders and directives.
Provide approximately 180 full-time PSO employees to man about 74 posts at 37 geographically dispersed facilities. Conduct adequate background checks to obtain and maintain security clearances up to Top Secret. Furnish all management, supervision, personnel, materials, supplies and equipment except as otherwise indicated.

Period of Performance
Services to be provided continuously 24 hours per day, 7 days per week, 365 days per year over the contract duration.

Place of Performance
Federal facilities throughout Utah and Wyoming, including Salt Lake City, Ogden, and Provo in Utah and Cheyenne and Casper in Wyoming, covering 74 posts at 37 facilities across approximately 183,000 square miles, including remote rural locations.

Bidder Requirements
Must have performed approximately 377,000 armed PSO hours per year in the last three years; possess active armed guard licenses and permits in Utah and Wyoming; provide trained, uniformed armed officers meeting local standards; conduct background investigations and maintain security clearances up to Top Secret; demonstrate financial capacity to sustain operations for at least 150 days post-award; experience managing geographically dispersed sites, collective bargaining agreements and subcontracting/teaming arrangements; submit a capability statement addressing specified areas of experience and qualifications.
