The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD), intends to make multiple awards for armed FPS Protective Security Officer (PSO) services at federally leased or owned facilities throughout the United States and its territories.

Track #1 will be under an unrestricted competition while Track #2 will be set-aside for small business concerns. Track #1 will require potential offerors to have a Top-Secret facility clearance (FCL) at time of proposal submission. There is no FCL requirement for Track #2.

Each ID/IQ contract will consist of a single five-year ordering period (no options). As specific requirements arise, task orders will be awarded using the ordering procedures outlined in FAR 16.505.

This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $29 million.

The Request for Proposals (RFP) shall require the submission of a technical proposal as well as a price proposal. The solicitation, RFP # 70RFP223REC000010, is anticipated to be released to the Federal Business Opportunities website on or about September 18, 2023. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) website (http://www.sam.gov) prior to the submission of their proposals.
