Bidder Requirements
Submit a Source Approval Request (SAR) package IAW AFMCI23-113 and FAR 9.2 qualification requirements.
Certify access to required facilities/equipment/tooling/personnel to manufacture, inspect/test, package, and store the item; make facilities available for Government evaluation/inspections.
Verify possession of the complete and most current ESA-approved Technical Data Package from the procuring office, including a complete list of procedures/drawings/specifications and change notices in the offeror’s possession; provide copies of applicable procedures/drawings/specifications as required.
Manufacture to conform to ESA-approved Technical Data Package requirements; comply with Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed in the ESA-approved TDP.
Provide data/results showing compliance with performance/environmental/mechanical/quality assurance requirements identified in the ESA-approved TDP; submit a complete test report to the ESA for qualification after completion.
If deemed a Critical Safety Item (CSI), provide a management plan for Critical Safety Processes (CSP) and Characteristics (CSD).
First Article test/inspection reporting: provide Government testing test/inspection reports under CDRL A001 Test/Inspection Reports Government Testing, including materials utilized in manufacture identified/certified for the FIRST ARTICLE item; include subject test report in FIRST ARTICLE asset container.
Packaging data deliverables must include required SDS copy when prescribed by contract packaging deliverables.
