The U.S. Army Contracting Command Detroit Arsenal (ACC-DTA), in partnership with the Program Management Office Stryker Brigade Combat Team (PM SBCT), is seeking innovative commercial solutions for a new PFAS-Free Tire Fire Suppression Kit Extinguisher for the Stryker Family of Vehicles. Companies shall propose solutions that maximize the use of existing commercial technologies. The primary objective is to identify and procure a modern, effective, and environmentally friendly replacement for the current system while maintaining or exceeding all operational performance standards.
Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the Stryker Family of Vehicles (FoV) CSO posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI responses.

The Contracting/Agreements Officer is not obligated to extend a request for Commercial Solution Proposal or make an award as a result of this CSO AoI; all awards/agreements are subject to the availability of funds and successful negotiations.

This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the company associated with developing a response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting/Agreements Officer with appropriate consideration established. The Government reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from W912CH-26-S-0010, dated 07 May 2026. The CSO authority is 10 U.S.C. 3458 Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures/ DFARS 212.70 Defense Commercial Solutions Opening.

Background
The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), in collaboration with the Program Management Office Stryker Brigade Combat Team (PM SBCT), is seeking innovative commercial solutions for a new PFAS-Free Tire Fire Suppression Kit Extinguisher designed for the Stryker Family of Vehicles.

The goal is to identify and procure a modern, effective, and environmentally friendly replacement for the current system while maintaining or exceeding all operational performance standards.

Work Details
Companies are required to propose solutions that maximize the use of existing commercial technologies. The solution must include both Core Features and Flexible Features as defined in the solicitation.

Core Features include specifications such as electrical initiation parameters, actuator resistance, safety mechanisms, refillability, and environmental resilience. Flexible Features allow companies to propose innovative designs within specified dimensions and weight limits. Detailed requirements include:
- Core Features: Electrical initiation with a maximum all-fire current of 3A/3W, safety features including a captive shorting plug, refillability with aqueous PFAS-free foam premix Ansul LVS NF-40, and environmental resilience under various conditions.
- Flexible Features: Dimensions of at least 800 in³, weight not exceeding 70 pounds fully charged, and optional gauge guards or fill valves.

Period of Performance
The contract will require delivery of prototypes by December 1, 2026. If this date cannot be met, companies must propose an alternate schedule with justification.
