The Department of Defense Chief Information Officer (DoD CIO) Special Access Program (SAP) IT Office seeks to deploy a Next Generation SAP (NG SAP) that provides enhanced operability, secure SAP and Controlled Access Program (CAP) integration, voice/video/collaboration, and a compliant design that aligns with DoD CIO mandates, including zero trust with the benefits of a managed service provider model. The purpose of this NG SAP prototype is to make common cloud services, including Virtual Desktop Infrastructure (VDI), Identity Credential and Access Management (ICAM), secure voice and video communication, file and print services, email services, and cross-domain exchange, available to SAPs, prototyping the next generation SAP environment.

Background
The Department of Defense Chief Information Officer (DoD CIO) Special Access Program (SAP) IT Office is seeking to deploy a Next Generation SAP (NG SAP) that enhances operability, secure SAP and Controlled Access Program (CAP) integration, voice/video/collaboration, and a compliant design aligned with DoD CIO mandates, including zero trust principles.

The goal of this NG SAP prototype is to provide common cloud services such as Virtual Desktop Infrastructure (VDI), Identity Credential and Access Management (ICAM), secure communication, file and print services, email services, and cross-domain exchange for SAPs, thereby modernizing the existing infrastructure and improving operational efficiency.

Work Details
The contract requires the development of a fully functional prototype with the following capabilities:
1. **Virtual Desktop Interface (VDI) Services**: A scalable cloud-based VDI solution for secure access to virtual desktops.
2. **Secure Voice and Video Services**: Integration with existing secure communication tools for conferencing, screen sharing, instant messaging, and meeting recording.
3. **File and Print Services**: Functionality for document sharing and printing with role-based access and zero trust principles.
4. **Email Services**: A secure email system featuring advanced encryption, data loss prevention measures, phishing protection, and configurable retention policies.
5. **Identity Credential and Access Management (ICAM)**: Implementation of authentication, authorization, auditing capabilities integrated with existing DoD systems.
6. **Data Migration from Legacy Systems**: Services to ensure smooth transition from legacy systems to the new infrastructure while maintaining data integrity.
7. **Monitoring, Automation Orchestration, Cyber Security**: Comprehensive solutions ensuring security compliance at Protection Level 3 (PL3).
8. **Cross Domain Solution (CDS)**: Capability for secure data transfer between different security domains with automated filtering and auditing capabilities.
9. **Additional Considerations**: Utilization of DoD Information Network for transport, adherence to zero-trust architecture principles, high availability support, disaster recovery capabilities, and a per user cost model.

Period of Performance
The period of performance for any solution brief or proposal submitted under this AOI should generally be no greater than 9 months.
