Background
The solicitation is for Area Control Systems Hardware and Support Services. The contract will result in the placement of a Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The resulting contract will be subject to the Service Contract Act (SCA) of 1965, as demonstrated compliance with the minimum monetary wages and fringe benefits for service employees as specified in the Wage Determinations provided as an attachment in Section J of this solicitation. The Product Service Code (PSC) for this procurement is J059: Maintenance/Repair/Rebuild Equipment – Electrical and Electronic Equipment Components. This contract will have a five-year ordering period.
Task Orders (TOs) will be issued as required and the Period of Performance (PoP) will be determined upon award of each TO. The contractor will be required to have a SECRET facility clearance and a SECRET clearance for personnel identified in Section C Statement of Work (SOW) paragraph 3.2.2 prior to issuance of a task order under this contract.

Work Details
The Area Control Systems (ACS) Branch of the Air Traffic Control & Landing Systems (ATC&LS) Division is engaged in the integration, test and evaluation, installation, maintenance, configuration, and management of Air Traffic Control (ATC) Systems.
This Contract is to provide technical, engineering products, hardware, and services in support of the Fleet Area Control and Surveillance Facility (FACSFAC) Air Control Tracking System (FACTS), which is comprised of various systems including AN/FYK-39 and OJ-753; FACSFAC Navy Scheduling System (NAVSKED) AN/FYK-37; Integrated Range Status System (IRSS); Air Traffic Navigation, Integration, and Coordination System (ATNAVICS) AN/TPN-31; Tactical Aircraft Control and Navigation System (TACAN) AN/TRN-47(V); Automatic Carrier Landing Systems (ACLS); Precision Global Positioning System (GPS) systems; and similar ATC Systems.

Place of Performance
Approximately 54% of the work will be performed at the Government site located at NAWCAD Webster Outlying Field (WOLF) in St. Inigoes, MD, and 46% of the work will be performed at the Contractor site.
