The Hill Air Force Base (AFB) Operational Contracting Office plans to procure A-E Services in accordance with Federal Acquisition Regulation (FAR) Part 36. Both NAICS codes 541310 and 541330 are to be considered. This requirement may include A-E Design Phase (fka Title I), A-E Inspection/QA Phase (fka Title II), and Other A-E Services. Some examples of the type of A-E services that may be required include, but are not limited to, the following:

  • Alteration and repair of grounds, roads, airfields, buildings and structures;
  • Alteration and repair of utilities;
  • Alteration and repair of various types of mechanical systems, to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other systems;
  • Alteration and repair of various types of lighting and power distribution systems;
  • Feasibility, traffic and other studies;
  • Conceptual renderings;
  • Topographical and geodetic surveys;
  • Inspection of construction;
  • Constructability reviews for Design Build projects.

These A-E services requirements will support Hill AFB, Little Mountain Test Annex, Utah Test and Training Range, and other locations within the jurisdiction of Hill AFB.

Background
The Hill Air Force Base (AFB) Operational Contracting Office is seeking to procure Architect-Engineer (A-E) Services to support various projects at Hill AFB, Little Mountain Test Annex, Utah Test and Training Range, and other locations within its jurisdiction.

The goal of this contract is to provide multidiscipline A-E services that align with the agency's mission and operational needs.

Work Details
The required A-E services may include: alteration and repair of grounds, roads, airfields, buildings, and structures; alteration and repair of utilities; mechanical systems including HVAC and associated controls; fire protection systems; steam plants; steam distribution and piping; waste treatment systems; lighting and power distribution systems; feasibility studies; traffic studies; conceptual renderings; topographical and geodetic surveys; construction inspection; and constructability reviews for Design Build projects.

Period of Performance
The anticipated period of performance for the contract is up to 7 years, consisting of a 5-year base ordering period with an additional one-year option.

Place of Performance
The construction projects will be performed at Hill Air Force Base, Little Mountain Test Annex, Utah Test and Training Range, and other locations within the jurisdiction of Hill AFB.
