ARCHITECT ENGINEER SERVICES FOR PETROLEUM, OILS AND LUBRICANTS (POL) MANAGEMENT, WASTE/ HAZARDOUS MATERIAL MANAGEMENT, TOXIC SUBSTANCES CONTROL, AND OTHER ENVIRONMENTAL COMPLIANCE ENGINEERING SUPPORT FOR NAVY, MARINE CORPS, AND OTHER DOW INSTALLATIONS, AND FEDERAL AGENCIES

Background
This contract is issued by the Navy and Marine Corps, aiming to provide multi-discipline Architect-Engineer (AE) services for petroleum, oil, and lubricant management, as well as waste/hazardous material management and environmental compliance engineering support. The goal is to ensure compliance with various environmental laws and regulations across Navy, Marine Corps, and other Department of War (DOW) installations worldwide.

The contract will be solicited on an unrestricted basis, inviting full competition among qualified firms.

Work Details
The contractor will perform comprehensive Architectural-Engineering (A-E) services including:

1. Petroleum Storage Tank (PST) and Assets Compliance: Conducting PST inventories, certified tank inspections, integrity evaluations of petroleum pipelines, installation of monitoring wells, and training tank custodians.

2. Oil Spill Preparedness and Planning Compliance: Preparing Facility Response Plans (FRP), conducting drills to meet National Preparedness for Response Exercise Program guidelines, and providing spill response training.

3. Waste/Hazardous Material Management Compliance: Managing hazardous waste programs including preparation of management plans and site investigations.

4. Miscellaneous Tasking: Supporting additional environmental compliance requirements such as laboratory work, sustainability initiatives, GIS mapping, and development of specialized training for environmental compliance.

Period of Performance
The contract will have a base period of one year with four optional one-year extensions.

Place of Performance
Primarily Naval District Washington (NDW), Commander Navy Region Mid-Atlantic (CNRMA), Commander Navy Region Southeast (CNRSE), Commander Navy Region Europe Africa Central (CNREURAFCENT), with potential work worldwide.
