Background
This Indefinite Delivery Petroleum, Oil, and Lubricant (POL) AE Multiple Award Task Order Contract (MATOC) is being procured in accordance with the Brooks A-E Act as implemented in Part 36 of the Federal Acquisition Regulation (FAR) and the supplements thereto. The contract is open to all firms regardless of size and is issued as unrestricted with a small business reserve. The U.S. Army Corps of Engineers, Alaska District, is the contracting activity.

Work Details
The selected firm will be required to provide Architect-Engineer (AE) services for various projects related to PETROLEUM, OIL, AND LUBRICANT (POL) SYSTEMS primarily in various locations in Alaska, including but not limited to inspection, maintenance, repair, upgrade, or alteration of existing POL storage facilities, distribution systems, POL support facilities, and infrastructure.
The work may also involve design of new POL related facilities, site surveys, facility inspections, technical review, preparation of plans, specifications, design analysis, construction support services, design-build request for proposal (RFP), above and below ground storage tanks, hydrant systems, fuel distribution pump houses, truck fill stands, piping valves, trenching, primary and secondary spill containment, Supervisory Control and Data Acquisition (SCADA) systems, pipeline/tank leak detection systems and more. The A-E firm must have experience in cold regions design (ASHRAE zones 7 and 8) and may be required to assist with MILCON DD Form 1391 development and other programming.

Period of Performance
The contract will have an ordering period of 5 years with an anticipated award in the third or fourth quarter of FY24.

Place of Performance
The services will primarily be performed in various locations in Alaska and outside Alaska including Hawaii and in the U.S. Territory of Wake Island. Facilities will generally be located in arctic, subarctic, and cold region environments.
