Architect-Engineer (A-E) IDIQ for NAVFAC EURAFCENT: Europe

Background
The contract is issued by NAVFAC EURAFCENT, which is responsible for providing facilities engineering support to the Department of Defense in Europe. The goal of this contract is to procure multi-discipline Architect-Engineer (A-E) services for planning and design services at various Department of War (DoW) and non-DoW activities throughout the European area of responsibility. This procurement aims to support Military Construction (MILCON), Operations and Maintenance (O&M) programs, and NATO cooperative projects.

Work Details
The contract will encompass a range of tasks including:

1. Design Services: These include administration buildings, community buildings, dining facilities, recreational facilities, security buildings, child development centers, bachelor quarters, Navy lodges, airfield facilities, waterfront facilities, operational facilities, base housing, central utility & treatment plants, utility system upgrades, energy resiliency projects, and other infrastructure.

2. Architect-Engineering Services: Development of Design-Build RFPs; full design for new construction or additions to existing facilities; repair or multi-discipline renovation of existing facilities; preparation of contract drawings and specifications; cost estimates; related studies; surveying soil borings; hazardous materials identification and abatement plans; radon testing and mitigation plans; energy audits; life safety code studies; interior space planning/design; comprehensive interior design (CID); furniture, fixtures and equipment (FF&E); shop drawing review; as-built drawing preparation; operation and maintenance support information (OMSI); commissioning; construction inspection and engineering consultation services during construction.

3. Compliance: Designs must comply with DoW and host nation requirements with necessary certifications. Projects must adhere to the latest codes and standards applicable at the time of contract/task order award.

Period of Performance
The contract will have a base period of one year with four one-year option periods if exercised.

Place of Performance
The geographic location for performance includes various sites throughout Europe under the jurisdiction of NAVFAC EURAFCENT.
