Background
The solicitation is for Architect-Engineer (A-E) Construction Phase Services (CPS) for Southwestern Division (SWD) and Fort Worth District (SWF) Military and Civil Works Multiple Award Task Order Contract (MATOC). The project locations will be in the Southwestern Division Area of Operations, including Texas, New Mexico, Louisiana, Arkansas, Kansas, Missouri, and Oklahoma. The firm shall furnish all labor, management, investigations, studies, travel, facilities, supplies, equipment, and materials to perform the required services.

Work Details
The tasks include daily evaluation of jobsite safety, onsite evaluation of construction progress, onsite review of contractor submitted plans and specifications for conformance to design-build (DB) request for proposal (RFP) and code requirements, commissioning, onsite construction Quality Assurance (QA) inspection and reporting, onsite review of contract documents and submittals, onsite interpretation of plans and specifications.
The firm selected will be required to provide personnel on site from 3 months up to 10 years. The selection criteria include specialized experience and technical competence, professional qualifications, past performance evaluation, capacity to perform construction phase services, knowledge of locality.

Period of Performance
The firm shall provide personnel on site from 3 months up to 10 years.

Place of Performance
The project locations will be in the Southwestern Division Area of Operations, including Texas, New Mexico, Louisiana, Arkansas, Kansas, Missouri, and Oklahoma.
