Architect and Engineering Services

Background
The contract is issued by the Department of the Air Force, specifically the Air Force Reserve Command, for architecture and engineering (A&E) design services. The goal of the contract is to provide comprehensive design services for the renovation of the Club Kitchen and Dining Room at Youngstown Air Reserve Station (ARS).

This facility serves as a critical multi-purpose venue for military personnel and their families, supporting troop feeding and various community events.

Work Details
The scope of work includes:
1. Kitchen Serving Area:
a) Replacing and reconfiguring stationary serving equipment.
b) Reconfiguring associated electrical and plumbing systems.
c) Replacing existing drop ceiling system and light fixtures.
d) Redesigning the soffit above the serving line to support the new layout.
e) Removing and relocating existing interior wall that separates the kitchen and dining area, including embedded electrical, plumbing, and door assemblies.
f) Resurfacing or replacing kitchen and serving-area floors.

2. Dining Area:
a) Removing wallpaper.
b) Painting all walls.
c) Removal of column covers and replacement of existing electrical drops.
d) Removal of all existing flooring and installation of new LVT flooring.
e) Replacement of all dining-area light fixtures with dimmable LED recessed cans.
f) Constructing a new interior wall to separate dining from kitchen serving area.
g) Demolishing existing walls in storage area to create more storage space.
h) Removing stairwell to lower level and infilling it.

Period of Performance
The contract performance period is from October 30, 2026, to March 2, 2027.

Place of Performance
Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna, OH 44473 (Trumbull County).

Bidder Requirements
Bidders must be registered at the time of bid opening to be considered technically acceptable and responsive. The solicitation is set aside for Small Business (100% Small Business Set Aside). Bidders must furnish any required performance and payment bonds within 10 calendar days after award.
