ARC210 B-2 MUOS DEMO & STUDY

Description: The Naval Air Warfare Center Aircraft Division (NAWC-AD), Patuxent River, MD intends to negotiate and award a sole-source order to Rockwell Collins, Inc. (RCI), 400 Collins RD NE, Cedar Rapids, IA., 52498 to provide support for Mobile User Objective System (MUOS) Over-The-Air-Demonstration/Test using the AN/ARC-210(V) Gen 6 RT-2036(C) radio in conjunction with the B-2 Satellite Communications (SATCOM) antenna; and develop a white paper detailing the integration design of the RT-2036(C), AM-7642 High Power Amplifier (HPA), and MX-12366 Low Noise Amplifier/Triplexer (LNA/T) into the functional and physical configuration of the B-2.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." RCI is the Original Equipment Manufacturer (OEM) of the hardware, and is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these items. Furthermore, RCI is the sole designer, manufacturer, and supplier of the AN/ARC-210 radios. The Government does not possess adequate data or the rights necessary to competitively award this requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained.
