This is an eBuy Request for Information for a tentative Service requirement for Arc Flash Analysis and Labeling as further defined in the attached Draft Statement of Work (SOW). As part of its market research, the Department of Labor (DOL) is issuing this RFI to determine if there exists an adequate number of qualified interested GSA Schedule contractors capable of performing Arc Flash Analysis and Labeling at Various Job Corps Centers as further described in the Draft SOW. The Government may use the responses to this RFI for information and planning purposes. The Draft SOW describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). The anticipated period of performance is 12 36 months (depending on the number of awards made) and the contractor may be required perform work at all 123 Job Corps Center locations. Department of Labor intends to procure these services as six different contracts, one for each of the six Job Corps Regions (see attached map). 1. Boston Region 20 Centers 2. San Francisco Region 23 Centers If determined to be in the best interest of the Government, DOL may elect to award a Multiple-Award BPA, with a duration not to exceed 36 months each, with an estimated dollar amount of $100K - $500K per Region A Request for Quotations using the following Schedules and SINs is contemplated: - 541330ENG This RFI is only for the purpose of identifying potential sources as part of DOL's market research. No RFQ exists; therefore, do not request a copy of the RFQ. DOL is not required to use eBuy for any resulting RFQ. Responses to this RFI are not quotes on which DOL can issue any Schedule orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). Project Description/Synopsis This Extent of Work addresses deficiencies at Job Corps Centers associated with the National Electric Code (NEC) 110.16 requirement to perform arc flash risk assessments to determine the risk, safety related work practices required, arc flash boundary, incident energy at the working distance, and personal protective equipment (PPE) that workers within the arc flash boundary shall use. This Extent of Work also includes labeling of electrical components informed by the results of the arc flash study. Estimate Project Value Between $1,000,000 and $5,000,000 (Total Requirement) Between $100,000 and $500,000 (Per Region) Pertinent factors for consideration of qualifications (in order of importance) 1. Previous projects of similar scope and value A. The short-circuit, protective device coordination and arc flash hazard analysis studies shall be conducted under the responsible charge and approval of a Registered Professional Electrical Engineer skilled in performing and interpreting the power system studies. B. The Registered Professional Electrical Engineer shall have a minimum of five (5) years of experience in performing power system studies. C. The approved engineering firm shall demonstrate experience with Arc Flash Hazard Analysis by submitting names of at least five actual arc flash hazard analyses it has performed in the past year. 2. Project Location Firm has completed three or more similar projects in the region of the Country the project is located in the last five years indicating familiarity with state and local codes, environmental conditions, economic conditions, and experience/qualifications of local design consultants. **Firm's response shall not exceed 25 pages and shall include their Schedule contract number Do not submit pricing information in response to this RFI.
