Work Details
The objective of this contract is to procure services to remove, transport, and dispose of Aqueous Film Forming Foam (AFFF), containing perfluoroalkyl substances (PFAS) from fire suppression systems as identified in the Section C, Performance Work Statement (PWS).
The AFFF will be removed or modified and refilled with a fluorine free foam based on a military specification (MIL-SPEC) provided at the task order (TO) level.
Work may also include removal, transportation, and disposal of other types of firefighting foams.
This procurement complies with the National Defense Authorization Act for the fiscal year 2020 (NDAA FY2020).
The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) with a base ordering period of twenty-four (24) months and three (3) 12-month option periods.
Task orders will be awarded against the base IDIQ MATOC using fair opportunity procedures IAW FAR 16.505, Ordering, and Section H of the contract.
The total shared programmatic capacity for the MATOC is $800 Million over the entire period of performance, including any option periods that are exercised.

Period of Performance
The period of performance will be set at the time of award and may be extended into any of the Contract Line Item Numbers (CLINs) for the base contract.
Task orders will be awarded against the base IDIQ MATOC using fair opportunity procedures IAW FAR 16.505, Ordering, and Section H of the contract.

Place of Performance
The work is intended to support installations located throughout the United States, including Alaska and Hawaii, the U.S. Territories, and Outlying areas.
