Description

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requests for proposal (RFP) N32253-23-R-0010 with the intent to award a single Firm-Fixed Price IDIQ contract for an accredited educational institution* to provide the formalized training and degree program for the PHNSY & IMF Apprentice Program. The Apprentice Program is a planned and progressive, career-related, cooperative education employment program that enhances and develops an apprentice's knowledge, skills, and abilities (KSAs). The contractor institution shall provide a curriculum that develops competencies in the following core subjects: English (technical writing, reading comprehension, and verbal skills); Math (algebra, geometry, and trigonometry); Physics and/or Science (fluids, electrical, mechanical, and thermal); and Plan Reading and Drafting; Interpersonal Skills (communication, team skills, conflict management and planning).

Offeror shall be an accredited educational institution accredited by the Accrediting Commission for Community and Junior Colleges (ACCJC), which is recognized by the Council for Higher Education Accreditation and the U.S. Department of Education (USDE) IAW PWS paragraph 3.1.6.

The acquisition will utilize the Technical and Price Tradeoff evaluation process described in FAR 15.101-1. Award will be made to the contractor whose quote represents the best value to the Government, using the following evaluation factors:

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611210; Junior Colleges, with a size standard for this NAICS code of $32.5 million. The Product Service Code is U009; Education/Training - General.

Note: All firms or individuals responding must be registered with the System for Award Management (SAM)(https://www.sam.gov) by the award date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 and NMCARS 18-24.

  • See Addendum to FAR 52.212-2 for how the proposal will be evaluated.
  • All Offeror questions pertaining to Request for Proposal N32253-23-R-0010 are due by 4/12/2024 at 8:00am HST. The Government is not obligated to answer questions submitted after this common cut-off date.
  • All questions regarding the solicitation shall be submitted in writing via email to the listed POCs. No telephonic requests will be accepted.

Quotes are due no later than 03 May 2024 at 0800 HST.

Background
The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF), located on the island of Oahu, Hawaii, is seeking an accredited educational institution to provide formalized training and degree programs for the PHNSY & IMF Apprentice Program. The Apprentice Program is a cooperative education employment program that enhances and develops apprentices' knowledge, skills, and abilities (KSAs). The program includes academic instruction, trade theory instruction, and documented on-the-job learning for trade skills acquisition. The goal is to maintain a highly trained and skilled workforce to provide top-quality service for the U.S. Navy.

Work Details
The contractor institution is required to provide a degree curriculum leading to an Associate in Applied Science (AAS) Degree in a two-year period for apprentices working in various trades. The curriculum should develop competencies in core subjects such as English, Math, Physics/Science, Plan Reading and Drafting, and Interpersonal Skills.
Additionally, the contractor institution shall grant/assign academic credit for PHNSY & IMF provided training and accept/transfer all academic credits already earned by current students in the Apprentice Program. The contractor institution shall establish a Quality Assurance Program (QAP) and observe each academic instructor during each initial academic session.
Meeting rooms with open seating appropriate for classroom instruction, white boards, audiovisual equipment, and cabinet space to store instructional material will be provided by the government.

Period of Performance
The contract's period of performance will be from May 28, 2024, to May 27, 2029.

Place of Performance
The educational services shall be provided during first shift hours of 0630 to 1500 hours or second shift hours of 1430 to 2300, daily Monday through Friday at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) Training Facility, Building 2.
