Description

Requirement provides a land appraisal of approximately 95-acre tract of Improved agricultural land located in Rickreall, Polk County, Oregon.
Background
The U.S. Department of the Interior, through the Appraisal and Valuation Services Office (AVSO), is seeking appraisal services for a 95-acre tract of improved agricultural land located in Rickreall, Polk County, Oregon. This requirement is part of the WLV (23) Keck project aimed at determining just compensation for property rights acquired or conveyed.

Work Details
The contractor will provide comprehensive appraisal services including:
1. Conducting a property inspection and scheduling it with at least two weeks' notice to the Review Appraiser and agency.
2. Preparing an appraisal report that complies with the Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA).
3. Delivering an initial draft appraisal report within 90 days of contract award, with final delivery due no later than 7 days after approval of the draft.
4. Including color photographs of comparable sales and ensuring all comparable sales are verified by knowledgeable parties.
5. Providing a detailed description of the property rights appraised, intended use, and market value definition as per UASFLA guidelines.

Period of Performance
The target period of performance is 231 calendar days from the date of Purchase Order award, with an initial appraisal target date set for 90 calendar days post-award.
