Application and Digital Services - Request for Information (RFI)

Background
The Office of Chief Information Officer’s (OCIO) Application Delivery Services (ADS) provides support for Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS) products and solutions such as ServiceNow, Salesforce, Microsoft SQL, Microsoft Analysis Services, Power BI, and Power Apps.

It also supports content management tools and digital experience platforms like Drupal and SharePoint for the Office of the Secretary and its business unit mission partners at the Herbert C. Hoover building (HCHB) and other locations in the National Capital Region. The ADS program aims to establish a centralized Enterprise Application and Service Delivery model that integrates Development, Modernization, Enhancements (DME), Operations & Maintenance (O&M), and Emerging Technology under a unified governance framework to enhance efficiency and innovation.

Work Details
The RFI seeks information on various aspects of application and digital services including:

1. Successful structures and approaches implemented at other Government agencies similar to DOC.
2. Governance structures for supporting simultaneous DME and O&M across multiple technologies.
3. Identification of top risks in consolidating enterprise platforms with mitigation strategies.
4. Experiences in managing dynamic environments with shifting priorities across technology platforms while maintaining operational capabilities.
5. Examples of successful consolidation of multiple application and digital services vendors/contracts into one.
6. Analysis of capacity-based pricing versus labor-hour or firm-fixed-price models for this type of work, including proposed customer charging methods.
7. Metrics used to assess success in application and digital services programs across technologies, generation of measurable value for customers, and effective contract incentives/disincentives for aligning vendor performance with outcomes.
8. Insights on emerging technologies relevant to future environments.
9. Processes followed when deploying new technologies or services, including feasibility assessments, cost estimations, ROI evaluations, implementation impacts, integration methodologies between DME and O&M, scalability considerations, prior rollout examples, and lessons learned.
10. Experience in integrating or deploying AI tools within existing technology platforms.

Bidder Requirements
Respondents should have experience with application delivery services in government settings similar to the Department of Commerce's needs; they must demonstrate successful governance structures for DME and O&M; provide risk mitigation strategies; showcase experience in managing dynamic operational environments; illustrate successful vendor consolidation; discuss pricing models; present metrics for assessing program success; identify relevant emerging technologies; outline processes for technology deployment; and demonstrate experience with AI tool integration.
