Description

A3ML seeks to prevent the United States' (US) adversaries from financing their aggression and illegal activities by making it prohibitively expensive to launder value through the global financial system. To achieve this strategic objective, the A3ML program will develop algorithms to extract illicit financial flow tactics, techniques, and procedures (TTP) from heterogeneous transaction data and represent TTPs in a generic sharable format, integrate developed algorithms into a prototype system, and rapidly transition the prototype system to operational users.
Background
The Anticipatory and Adaptive Anti-Money Laundering (A3ML) program is sponsored by the Defense Advanced Research Projects Agency (DARPA) Information Innovation Office (I2O). The program aims to develop technologies that prevent U.S. adversaries from financing their aggression and illegal activities by making it prohibitively expensive to launder value through the global financial system. This initiative addresses the critical need to combat the financing of weapons of mass destruction, violent extremist organizations, and illicit drug production that endangers American lives.

Work Details
The A3ML program will focus on several key technical objectives:

(a) developing algorithms for extracting money laundering tactics, techniques, and procedures (TTPs) from financial transaction data;

(b) developing algorithms for inferring new TTPs from partially labeled transaction data;

(c) integrating TTP extraction and inference algorithms into a prototype system for automatic detection of illicit financial behavior; and

(d) constructing novel hypothetical money laundering TTPs to test the effectiveness of these algorithms in various scenarios.

The program encourages diverse technical approaches including advances in graph search techniques, subgraph matching algorithms, graph convolutional networks, federated learning, game theory, and probabilistic modeling.

Period of Performance
The Proposers Day event will take place on February 20, 2025, with sessions scheduled from 9:00 AM to 5:00 PM. The period of performance for the contract work will be determined upon award following the solicitation process.

Place of Performance
The contract work will be performed at the DARPA Conference Center located at 675 North Randolph St., Suite 200, Arlington, VA 22203.
