Anti-Vehicle Gate and Bollard Construction, Martin State Airport

Background
The Maryland Air National Guard (MDANG) is seeking contractors for the construction of a new controlled access point, known as the 2701 gate, at Martin State Airport in Middle River, Maryland. The goal of this contract is to enhance security and access control at the airport, aligning with the agency's mission to maintain operational readiness and safety.

Work Details
The contractor will be responsible for the following tasks: removing approximately 32 linear feet of existing chain-link fence and an existing cable anti-ram crash barrier; demolishing and repaving the entrance; furnishing and installing sixteen removable and lockable anti-vehicle bollards rated to ASTM F2656 M30/P1; furnishing and installing new galvanized steel manual double-swing gates for a 32-foot opening; providing gate grounding and bonding; installing street lighting; adding pavement markings and striping; and restoring any disturbed site areas.

All work must ensure continuous perimeter security throughout construction and comply with UFC 4-022-03 standards. The contractor must provide all necessary tools, materials, equipment, and labor while adhering to applicable environmental, safety, and security regulations.

Period of Performance
The anticipated period of performance for this contract is from September 1, 2026, through completion within 270 calendar days.

Martin State Airport, Middle River, Maryland.

Bidder Requirements
This solicitation is a total small business set-aside. Bidders must provide performance and payment bonds within ten days after award. A bid guarantee is required with quotes on Standard Form 24 for at least 20% of the quoted price. Contractors must have relevant licenses and bonding capabilities. Compliance with installation access policies including Antiterrorism Level I training for personnel is mandatory.
