Description

The Naval Air Warfare Center, Weapons Division at China Lake, CA intends to procure on an other than full and open competition basis the following: Antenna Troubleshooting/Repair (Qty 1 LOT). This is Manufacture sole source to Terra Universal as the manufacturer of the replacement equipment and Aviat U.S., Inc as the manufacturer of the microwave radio equipment who is the only company who can authorize technicians to work on their equipment; with competition among authorized distributors. Respondents must provide proof of certification from Aviat. Complete details will be available in the solicitation. The solicitation or Request for Quote (RFQ) will be posted on the Contract Opportunities website at http://beta.sam.gov/ on or about 08/14/2025. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. Background
The Naval Air Warfare Center, Weapons Division at China Lake, CA intends to procure Antenna Troubleshooting/Repair services on a sole source basis from Terra Universal and Aviat U.S., Inc. Terra Universal is the manufacturer of the replacement equipment, while Aviat U.S., Inc. is the only company authorized to allow technicians to work on their microwave radio equipment. The goal of this contract is to support troubleshooting efforts for the NAWCWD Range Control Center (RCC)-Laurel Mountain microwave communications system.

Work Details
The contract includes the following deliverables and services:
- Baseline site inspections including antennas, connectors, lines, stiff arms, ice shields, and feedhorn level.
- Baseline Receive Signal Level (RSL) measurements.
- Line sweeps to feedhorns; load sweeps at the connector if needed.
- Replacement of antenna hardware or RFS SBX6 antenna with ValuLine Antenna if deficiencies are discovered.
- Identify faults in antennas, feedhorns, or alignment issues.
- Use one frequency pair while muting four others to test realignment (vertical and horizontal planes).
- Network integrator will be on-site to assess if hardware replacement is needed.
- Support includes program management, project engineering, network integration, and two antenna crews.
