Description

Solicitation N0042126P1149 is issued as an intent to sole source. The
Government under the Simplified Acquisition Procedures (SAP) FAR Part 13
intends to purchase on a firm fixed-price basis, and to solicit and award
the proposed purchase order on a sole source basis with ACG, under
the authority implemented by Federal Acquisition Regulation (FAR) Part
13.106-1(b). ACG is only available directly from the manufacturer.
Offerors must be currently registered in the System for Award Management
(SAM) database prior to submission of an offer to be considered for award
of any DoD contract. This may be accomplished electronically at
http://www.sam.gov.
This notice of intent is not a request for competitive quotes. A
determination by the Government not to compete this proposed contract
based upon the responses to this notice is solely within the discretion of
the government. Information received will normally be considered for the
purpose of determining whether to conduct a competitive procurement.
The government will not pay for any information received.
If a bid is received from another vendor, you must be an authorized
distributer with ACG and will need to be able to keep ACG
Warranty.

Background
The Government intends to purchase a comprehensive communications suite for the CH-53K helicopter platform on a sole source basis from ACG, as they are the only authorized distributor of the required equipment. This initiative aims to enhance operational readiness by providing a government-controlled installation that mitigates scheduling conflicts and delays associated with third-party contractors.

The project will allow the H-53 Test Team to manage testing schedules independently, leading to significant cost avoidance and improved flexibility in operations.

Work Details
The contractor shall provide, install, and test the following equipment as part of a complete 'turn-key' solution:
1. SATCOM Antenna System: One (1) SATCOM antenna system compatible with MUOS, DAMA, Dedicated, and Integrated Waveform communications, including all necessary transceivers, modems, and power supplies.
2. Military VHF/UHF Antenna: One (1) military-grade VHF/UHF antenna capable of supporting both encrypted and unencrypted PRC-117 communications.
3. RF Signal Distribution: One or more 1-to-4 RF splitter/amplifier units for signal integrity and future growth.
4. Antenna Mast: A second communications mast with sufficient structural integrity to support all antennas and ensure clear Line-of-Sight (LOS) for reliable communication.
5. Installation Hardware & Cabling: All necessary mounting hardware, RF cabling, and routing clamps for secure installation.
