This update provides Amendment 5, which updates L.6 General Information, allowing for submission of proposals
through an electronic file sharing system and correcting the maximum file size for e-mail submission. The due date remains
the same, July 28 at 4PM. Offerors are not required to submit a signed copy of this Amendment with their proposals.
7/24/2025, 4PM Update:
If offerors are not proposing FCCOM, the offeror may submit the 7/16/2025 template in lieu of the 7/24/2025 template. Please specify which version of the template is being submitted in the response.
7/24/2025 Update:
This update provides a revised pricing tempalte that unlocks cells related to Facilities Capital Cost of Money (FCCOM). This update allows offers to apply FCCOM in accordance with their approved accounting procedures.
7/16/2025 Update:
This update provides a revised pricing template that unlocks indirect rate on the LDB Camp Total Cost Summary and CHCH Total Cost Summary tabs. This update allows potential offerors to input their approved indirect rates into the template.

The Deadline for submission of complete Phase I proposals is extended by one week. As a result, NSF must receive an offeror's complete Phase I proposal no later than 4:00 pm (ET) on May 30, 2025.
NSF will issue a formal amendment next week, memorializing this change and providing responses to questions regarding Phase I of this solicitation.

The National Science Foundation (NSF) is releasing a Request for Proposal (RFP) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for securing services fulfilling the Antarctic Science and Engineering Support Contract. This IDIQ is intended to be a single award. The ordering period is anticipated to be twenty years from the date of award. Work is anticipated to take place in various locations which include, but are not limited to, Continental United States contractor locations, New Zealand, and Antarctica. The RFP will be subject to unrestricted full-and-open competition.
All costs associated with responding to this release will be solely at the interested party's expense and any information provided under this release is purely voluntary. Not responding to this release does not preclude participation in any future competition or participation in future subcontract opportunities which may aarise with NSF. NSF expects to release any future information regarding this release at the Federal Point of Entry, www.sam.gov. It is the responsibility of interested parties to monitor this site for additional information pertaining to solicitation. Background
The National Science Foundation (NSF) is issuing a Request for Proposal (RFP) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract aimed at securing services for the Antarctic Science and Engineering Support Contract.
This contract is intended to be a single award with an anticipated ordering period of twenty years from the date of award.
The NSF's mission includes managing the United States Antarctic Program (USAP), which supports scientific research and logistics in Antarctica.
The goal of this contract is to enable federal research activities in Antarctica and comply with Presidential Directive 6646, ensuring effective operations across USAP.
Work Details
The contractor will be responsible for a wide range of tasks including:
1. Management, operation, protection, maintenance, and enhancement of USAP’s ability to support a robust Antarctic science portfolio.
2. Providing full spectrum laboratory services and science implementation support to USAP science teams.
3. Delivering station services necessary for deployed personnel including food, communications, housing, and emergency response.
4. Implementing waste management programs compliant with NSF requirements.
5. Managing field support services including vehicle maintenance and technical support.
6. Ensuring safety and security measures are adhered to in compliance with the Polar Code of Conduct.
7. Developing innovative approaches to improve operational efficiency and effectiveness in delivering scientific outcomes.
8. Conducting training for all USAP participants on safety and environmental conservation practices.
Period of Performance
The period of performance for this contract is anticipated to be twenty years from the date of award.
Place of Performance
Work will take place at various locations including the Continental United States, New Zealand, Antarctica, specifically at McMurdo Station, Palmer Station, South Pole Station, as well as field sites across the continent.
