Background
The Advanced Navigation Warfare Open-Air (ANOA) project is initiated by the 746th Test Squadron (746 TS) of the U.S. Air Force. The project aims to provide capabilities to emulate current and emerging threat-representative surface-based counter positioning, navigation, and timing (PNT) effects in relevant open-air environments. This effort supports science and technology maturation, weapon system development, and operational test and evaluation.

The goal is to develop eight deployable next-generation Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) jammers that can replicate expected threat density and complex radio-frequency waveforms.

Work Details
The contractor will be responsible for conducting trade studies, design, prototyping, and testing of the next-generation jammers. The deliverables include eight tested jammers that meet specific use cases:
1) Testing a GNSS contested weapon drop at operationally relevant altitudes and airspeeds;
2) Near-peer conflict GNSS contested test and training to create an open-air operational environment that emulates likely or stressing threat systems for various platforms including dismounted, mounted, static, aerial platforms, indirect fire systems/munitions, and NAVWAR sensor systems.

The capability must be deployable across various DoD test and training ranges while balancing impacts on national airspace and non-participating PNT users.
