NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Subscriptions Services to web-based reports, tracking, summaries, alerts, and other legislative information form CQ Roll Call, Inc. Contracting Office: Integrated Support Center- Oak Ridge U.S. Department of Energy P.O. Box 2001 Oak Ridge, TN 37830 Contract No: DE-SC0015314 Product Service Code: D317 In accordance with the authority granted in Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy?s Integrated Support Center-Oak Ridge (ISC-OR) intends to award a sole source contract to CQ Roll Call, Inc. for subscription services. These services include alerts, chats, actual committee reports, transcripts, testimony, budget tracking, law tracking, current United States Code, and bill analysis. CQRollCall.Com uniquely provides several resources in one subscription. These services could only be substituted by funding multiple unique subscriptions with separate vendors in order to obtain the same information. This would result in higher costs to the Government. Services provided include: ? Budget Tracker - provides daily legislative tracking and news updates with real-time access to all appropriations-related documents and transcripts critical to Office of Science during budget preparation, review, and hearing cycles. ? Bill Tracker - provides detailed legislative tracking tools and information. ? Member Profiles - the detailed congressional member information that is used by the Office of Science. ? Committee Coverage - specialized same-day coverage of all authorization committees, including hearing transcripts, markups, and news-critical to Office of Science during budget review and hearing cycles. The total estimated value is $142,000.00 for a one-year base period with two one-year option periods. Firms who want to challenge the sole source must submit a letter of interest that demonstrates their firm?s ability to provide an equivalent product and rationale as to why they should be considered, as described above. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award is anticipated on or about February 11, 2016.
