The United States Marine Corps (USMC) Fire & Emergency Services (F&ES) Departments aboard Marine Corps (MCB) Camp Pendleton (CPEN), Marine Corps Logistics Base (MCLB) Barstow, Marine Corps Air Station (MCAS) Miramar, and Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms have a requirement for the on-site annual flow testing of Government-owned Scott Safety 3M brand SCBA equipment and one-time hydrostatic testing of Government-owned Scott 3M brand carbon cylinders. The period of performance is expected to begin on 23 September 2025.

Background
The United States Marine Corps (USMC) Fire & Emergency Services (F&ES) Departments require on-site annual flow testing of Government-owned Scott Safety 3M brand SCBA equipment and one-time hydrostatic testing of Government-owned Scott 3M brand carbon cylinders.

This contract aims to ensure compliance with applicable National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and original equipment manufacturer (OEM) standards. The contract is offered as a one-year contract with four additional one-year option periods based on contractor performance.

Work Details
The Contractor shall provide all management, labor, equipment, tools, materials, supplies, and services necessary to deliver scheduled on-site SCBA equipment flow testing and hydrostatic testing of carbon cylinders on Scott Safety 3M brand equipment.

Services shall be performed by certified technicians annually for SCBA equipment flow testing with a one-time hydrostatic testing of carbon cylinders occurring in the base year. The specific tasks include:
1. Annual flow testing for 313 SCBA harnesses and masks (standard and modified for CBRNE), 173 additional SCBA masks, 27 confined space escape packs, and 26 Rapid Intervention Crew drag bags.
2. One-time hydrostatic testing for 168 sixty-minute carbon cylinders, 208 forty-five minute carbon cylinders, 311 thirty-minute carbon cylinders, and 24 ten-minute escape pack cylinders.
3. All work must comply with NFPA standards including NFPA 1852, NFPA 1404, NFPA 1500, OSHA standards, and manufacturer suggested standards.

Period of Performance
The period of performance is expected to begin on September 23, 2025, with a base period of twelve months followed by four optional twelve-month periods.

Place of Performance
The contract will be performed at Marine Corps Base Camp Pendleton (CPEN), Marine Corps Logistics Base Barstow (MCLB), Marine Corps Air Station Miramar (MCAS), and Marine Corps Air Ground Combat Center (MCAGCC) at 29 Palms.
