Annual Maintenance of Applied Biosystems 3500XL Genetic Analyzer

Background
The USDA, APHIS, PPQ, NIS National Specialists provide DNA-based support for identifications of insect specimens intercepted as part of domestic and AQI (Agriculture Quality Inspection) programs at ports of entry and emergency program activities. A service/maintenance agreement is requested for their 3500XL Genetic Analyzer.

Work Details
This is a solicitation to establish a firm fixed price contract for one base year and four option years of preventative maintenance. The quoted prices shall include all costs necessary to provide the service as described in the Statement of Work to the USDA APHIS PPQ Facility located in Beltsville, MD. The solicitation is issued as a small business set aside with Quoters must complete annual representations and certifications. Evaluations will be conducted in accordance with Part 13 with award made based on Best Value ensuring completeness of quotations. Interested contractors are required to submit a cover page or Signed Standard Form (SF) 1449, pricing schedule, proof of technical capability by providing past performance references and a narrative statement of capability. All questions must be submitted via email to the provided address no later than two days prior to the response deadline. All contractors must be registered in the System for Award Management (SAM) prior to contract award.

Period of Performance
The contract period of performance consists of a Base Period and Four Option Years: Base Year: Date of Award -05/31/2025; Option Year 1: 06/01/2025 - 05/31/2026; Option Year 2: 06/01/2026 - 05/31/2027; Option Year 3: 06/01/2027 - 05/31/2028; Option Year 4: 06/01/2028 - 05/31/2029.
