Annual Line Isolation Module (LIM) testing and certification services of 38 electrical isolation panels at the Veterans Administration Pittsburgh Healthcare System   2

Background
The Department of Veterans Affairs is issuing a contract for Annual Line Isolation Module (LIM) testing and certification services for 38 electrical isolation panels at the Veterans Administration Pittsburgh Healthcare System.

The goal of this contract is to ensure the safety and reliability of electrical systems in active operating rooms, which is critical for patient care and operational efficiency.

Work Details
The contractor will perform testing and certification services on 38 electrical isolation panels located in active operating rooms. The work includes:
1. Measure and record system voltage line-to-line and line-to-ground.
2. Unplug all electrical equipment connected to the isolated power system and switch off all permanently installed electrical equipment.
3. With all circuits energized, measure leakage current and calculate system impedance.
4. Measure current between l1 and ground, and l2 and ground using an AC microammeter.
5. Measure voltage between l1 and l2.
6. Calculate impedance based on system voltage and leakage current, ensuring it exceeds 200,000 ohms.
7. Conduct tests on the ground system associated with each isolated power system, ensuring calculated resistance is 0.2 ohms or less.
8. Reenergize all equipment after testing.
9. Identify completion of each panel certification with a sticker label inside each panel door containing contractor's name, inspection date, test result status (pass/fail), and inspector's name/initials.
10. Provide a detailed report within 5 business days to the TPOC regarding the status of all tested panels.

Base Year: September 3, 2025 – September 2, 2026; Option Year 1: September 3, 2026 – September 2, 2027; Option Year 2: September 3, 2027 – September 2, 2028; Option Year 3: September 3, 2028 – September 2, 2029; Option Year 4: September 3, 2029 – September 2, 2030.
