This Announcement for Proposal (AFP) solicits proposals for lease of all or a portion of available Federal property at NASA Goddard Space Flight Center (GSFC) consisting of underutilized, non- excess (i) undeveloped land ( Land ) and (ii) office building commonly known as Building 27N.
The available sites (Attachment A) consist of two (2) parcels of land and one (1) building totaling approximately 154,577 square feet. All sites are located inside of the controlled access portion of NASA GSFC's Government -owned and Government-operated facility. Fence modifications can be constructed to allow access outside of GSFC access points. Said modifications would be at Lessee's cost.
These sites could include an office/research/industrial mix building at the GSFC Greenbelt Campus for the research and development of technology to support GSFC's core capabilities. These include heliophysics, earth sciences, astrophysics, planetary sciences, and space communications and navigation.

Background
NASA Goddard Space Flight Center (GSFC) is seeking proposals for the lease of underutilized federal property, including undeveloped land and an office building known as Building 27N.

The goal of this contract is to promote activities that will build, expand, modernize, or operate aerospace-related capabilities at GSFC, leveraging its location and infrastructure to support NASA's mandate for commercial use of space.

Work Details
The contract involves leasing two parcels of land and one building totaling approximately 154,577 square feet. The sites include:
1. Parcel A (B.2): A 3.18-acre undeveloped plot adjacent to Building 1 and Building 6, identified as a potential partnership area with shared parking.
2. Parcel B (B.27): A 1.9-acre partially undeveloped site north of Building 27.
3. Building 27N: An approximately 3,700 square foot building currently housing robotic systems which will be removed prior to occupancy.

Successful proposers will enter into a lease agreement granting rights to occupy, operate, modify, and maintain the property for research and development purposes related to heliophysics, earth sciences, astrophysics, planetary sciences, and space communications.

Period of Performance
The lease will be available for up to a 20-year base term with options for ten-year extensions, not exceeding a total term of 99 years.
