Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction FAR Subpart 16.5, Indefinite-Delivery Contracts (IDC) as a Requirements Indefinite-Delivery Indefinite-Quantity contract (IDIQ) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 Testing Laboratories, with a small business size standard of $16.5M.

The NIEHS, Durham, NC is seeking to purchase Animal Genotyping Services as described in the Performance Work Statement (PWS).

All interested companies shall provide quotations for the following:

Services

A Genotyping Support Contract will provide for DNA extraction from submitted specimens and accompanying bioinformatics support. The majority of the biological samples will be rodent tail clip or ear punch samples. However, the scope of samples that could be analyzed under the contract will be wide-ranging. For example, target organs of interest, such as but not limited to liver or kidney could be of interest to be analyzed. Other sample types for analysis could include isolated or culture cells, various bio-fluids like serum or urine, various organs or tissues, normal or neoplastic tissues, or formalin fixed paraffin-embedded (FFPE) tissues.

In addition to rodent species, samples could be derived from other species. Sample storage and preservation are recognized as critical for subsequent nucleic acid analysis. Samples should be held until requested for return to the NIEHS COR or NIEHS Investigator, for a minimum of six months. Alternatively, samples may be disposed of by the contractor but only after obtaining approval from the NIEHS COR and NIEHS Investigator. All available specimen information will be provided to the contractor prior to analysis.

The ordering period for this IDIQ Requirements contract will be five (5) years from date of award.

Delivery shall be provided as required by individual Task Order. The contractor shall deliver all line item(s) to the Contracting Officer Representative (COR) at NIEHS in Durham, NC.

Award shall be made to the quote/r whose quotation, offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: 1. Soundness of Approach, 2. Personnel Qualifications, 3. Quality Assurance, 4. Facilities/Equipment, 5. Health and Safety, and 6. Past Performance in accordance with FAR 52.212-2, Evaluation Commercial Items,

The offeror's technical quote will be evaluated based on the criteria found in Attachment 4 - Evaluation Criteria for Animal Genotyping.

The following solicitation provisions apply to this acquisition:

  3. FAR 52.212-3, Offerors Representations and Certifications Commercial Items (February 2021)

Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.

The following contract clauses apply to this acquisition:

  • FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (January 2021)

All quoters shall submit the quotes sent to Christopher Fisher, Contract Specialist, via e-mail to Christopher.fisher@nih.gov.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award IDIQ Requirements Contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

Quoter shall list exception(s) and rationale for the exception(s).

Submission shall be received via e-mail not later than 11AM EST on July 23, 2021 at Christopher.fisher@nih.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
