Description

Offerors shall submit electronic quotes in response to this solicitation to Mr. Patrick Thielemann at patrick.a.thielemann.civ@health.mil. The quotation must arrive by the time specified in block 8 of the solicitation.
Offerors shall ensure that the SF 1449, Blocks 17a and 30a - c, are completed in their entirety, and a copy of your Certifications and Representation is submitted. The quotation shall also have a title page identifying the offeror, the full address, phone and facsimile numbers, points of contact (POCs) of the offeror, the solicitation number, and the quotation contents. Offerors must send an e-mail to at patrick.a.thielemann.civ@health.mil to verify receipt of quote. Please note that large files can be stripped from emails based on the amount of data transmission. Files, larger than 20MB, may need to be transmitted in separate emails. All emails, regardless of
size, need to be received by the government server, by the stated date and time. The Government will not be responsible for any failure of transmission or receipt of the quotation, or any failure of the offeror to verify receipt of the emailed quotation. All quotes submitted after the deadline will be considered untimely and ineligible for award.

Any questions, comments or clarifications concerning any aspect of the solicitation shall be submitted in writing via email to at patrick.a.thielemann.civ@health.mil NLT 18 September 2025 at 3:00 pm CDT. Questions or clarifications submitted should identify the topic, and must reference the applicable section(s) of the solicitation (e.g., Section, paragraph, and subparagraph) and RFQ number. All amendments must be acknowledged with proposals no later than the RFQ close date /time, shown in Block 8.

Offerors shall be registered and current in the System for Award Management (SAM) and shall not have any Active Exclusions listed within SAM to be eligible for award. The SAM internet web site is https://sam.gov/. Quotes are due by 23 September 2025 @ 11:00 AM/CDT.

Background
This solicitation is issued by the U.S. Army for a maintenance contract for anesthesia and vaporizer devices at Weed Army Community Hospital (WACH). The goal of this contract is to ensure that all anesthesia and vaporizer equipment is maintained in a fully functional condition according to manufacturer specifications. This non-personal service requirement includes all labor, parts, materials, and travel necessary for calibration and repair of the specified equipment.

Work Details
The contractor will be responsible for:
1. Performing preventive maintenance checks and services (PMCS) on anesthesia and vaporizer devices, ensuring compliance with OEM specifications.
2. Providing trained personnel for on-site support, including labor, travel, tools, hardware, firmware, diagnostic software, materials, supplies, parts, and test equipment necessary for operations related to scheduled PMCS and unscheduled repairs.
3. Coordinating all service visits with WACH Medical Maintenance personnel to ensure proper scheduling and authorization of services.
4. Maintaining a 95% uptime guarantee for the listed equipment on a quarterly basis.
5. Completing all PMCS within the first 15 days of designated months to minimize disruptions in patient care.
6. Shipping any deliverables (replacement parts, supplies) to the Medical Maintenance Section at WACH upon initial check-in.
