Android Team Awareness Kit (ATAK) FEDRAMP Services

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement to obtain a Android Team Awareness Kit (ATAK) commercial off-the-shelf (COTS) software as a service. The ATF is a unique law enforcement agency in the United States Department of Justice that protects communities from various criminal activities. As a Federal Law Enforcement agency, ATF's primary mission is law enforcement and prosecution of suspects. The Special Response Team (SRT) within ATF is responsible for providing tactical options to increase the likelihood of a safe and efficient resolution of situations. The ATF SRT identified a capability gap in the current spectrum of fielded ATF ATAK systems to support operations.

Work Details
The contract requires the procurement of an Android Team Awareness Kit (ATAK) commercial off-the-shelf (COTS) software as a service system, including associated training, maintenance, and sustainment support for the duration of the ATAK system’s lifecycle. The selected ATAK software as a service will offer a platform which includes ATAK software as a service and all equipment/accessories to operate, regular updates, training, and maintenance for the proposed system.
Technical requirements include residing in a Cloud Service Provider GovCloud instance such as Azure or AWS, authentication with Okta and DOJLOGIN technology, support for Single sign-on using ATF PIV credentials, capability of supporting Windows, Android, and Apple iOS clients, high availability with 99.9% availability, encryption of data while at rest and in transit using AES-256, potential integration and federation with ESRI Mission app for blue force tracking, FEDRAMP readiness at time of contract award, configurable data retention policies to allow compliance with Federal Records retention policies, secure messaging capabilities, on-call support with specified response times during business hours and outside business hours, initial and continuing train-the-trainer instructions to agency operational personnel.
