SS-FIN-25-017

Subject to final approval, Fiscal Service Procurement on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make award on a sole source basis in accordance with FAR 6.302-1, to Anchain.ai, Inc. 1601 McCarthy Blvd, Milpitas, CA, 95035 for the renewal of existing Anchain.ai Cyber Tool SAAS license and Subscription Support to continue at FinCEN's 2070 Chain Bridge Road, Vienna, VA location. Anchain.ai has provided this product to FinCEN in the past and are the sole source supplier of this product.

Estimated award POP: 01/01/2025 for a Base period of 12 months, and four (4) 12 month option periods.

Anchain.ai, Inc. tool provides cryptocurrency tracing capabilities. AnChain provides AI-based security solutions for the blockchain industry. Its product includes Blockchain Ecosystem Intelligence for behavioral-based intelligence solutions, Transactional Analytics Platform for automated alerts and anomaly detection, Smart Contract Auditing Sandbox for auditing security score of solidity sandbox, and more. Its features include a dashboard for crypto-assets, forensic analysis, and incident response.

A contract address is an address that utilizes a smart contract. This is specific to Ethereum and ERC-20 tokens. A smart contract creates a certain set of conditions that digital asset transaction must meet to be successful. This tool develops smart contract risk profiles (static and/or dynamic) and statistical heat maps provide situational awareness across 60,000+ mainnet smart contracts. The set of conditions is unique to this tool.

This acquisition is for the purchase of Anchain.ai products. Therefore, since Anchain.ai, Inc. own and control all the proprietary rights for this product FinCEN intends to make a sole source award to Anchain.ai, Inc.

Responses to this request must be submitted no later than 10:00am ET on December 5, 2024, and must be submitted electronically to purchasing@fiscal.treasury.gov, with the subject line of ATTN: JR/MW 20341225Q00010 . Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, or is not received by the aforementioned deadline, FinCEN, will make award on a sole source basis to Anchain.ai, Inc.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.

Qualified contractors must provide the following:

The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 541511, size standard $34 million. Contact information shall include the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.

Whether your products are available through a Government Contract Vehicle or Open Market.

A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. Contractors should provide their DUNS, if applicable.

The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.

Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror's responsibility to verify with Fiscal Service that those formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive.

No other information regarding this Special Notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the SAM.gov site for all information relevant to desired acquisitions.
