ANC Grave Liner Solicitation

Background
The Arlington National Cemetery (ANC) and the U.S. Soldier’s & Airmen’s Home National Cemetery (USSAHNC) require grave liner services to support the funerals conducted at these sites.

ANC receives four to six million visitors annually, including high-profile guests, and conducts approximately 6,000 funerals each year. The goal of this contract is to provide and install reinforced concrete grave liners for funeral caskets, ensuring compliance with operational standards and maintaining the dignity of these significant sites.

Work Details
The contractor shall provide non-personal services and materials necessary to deliver and install grave liners as specified in the Performance Work Statement (PWS). The tasks include:
1. Provide and install fifteen (15) infant grave liners (54 in. x 22 3/4 in x 23 1/4 in), two thousand (2,000) standard grave liners (86 in. x 30 in. x 24 in), and sixty (60) large grave liners (90 in. x 32 in. x 26 in).
2. Ensure that grave liners are constructed from reinforced concrete Portland cement with a minimum compressive strength of 4,500 psi and are capable of withstanding an axle load of 5 metric tons after burial.
3. Develop a Quality Control Plan to ensure compliance with specifications.
4. Schedule installations at least eight hours prior to scheduled funerals.
5. Maintain sufficient equipment for transport and installation of grave liners without damaging government property.

Period of Performance
The contract will be performed over multiple periods, starting from April 2, 2025, through April 1, 2026, with options for additional periods extending into subsequent years.

Place of Performance
The services will be performed at Arlington National Cemetery located in Arlington, Virginia.
