The National Institute of Standards and Technology (NIST) has a requirement for an analytical Scanning Transmission Electron Microscope (STEM) for its Center for Nanoscale Science and Technology (CNST) NanoFab shared use facility located in Gaithersburg, Maryland. This procurement is conducted under full and open competition for the acquisition of commercial items and services as defined in FAR Subpart 2.101. The North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1,000 employees. Any resultant contract will be effective for a base period of performance beginning in August of 2023 with delivery of the STEM not earlier than 12 months, but not later than 24 months from date of award, and with warranty to begin after tool acceptance for a period of 5 years. Additionally, Options items to exercise at the Government's discretion, if exercised, will be delivered with the STEM.

The Government intends to award a single firm-fixed price contract in accordance with all terms, conditions, provisions, and clauses in the solicitation. All respondents must be registered in the System for Award Management (SAM) database at http://www.SAM.gov and complete online Representations and Certifications at http://www.SAM.gov. Any amendments to the solicitation will be posted at http://www.SAM.gov. Offerors must obtain all notices and amendments to the solicitation through this website.

This solicitation number is 1333ND23RNB680014 and issued as a Request for Proposal (RFP). Please see attached RFP and Attachment A for complete details and instructions. In accordance with the solicitation instructions all inquiries are to be submitted in writing via email within seven (7) calendar days of this notice, and all proposals are to be submitted via email no later than the due date and time specified in this notice.

Background
The National Institute of Standards and Technology (NIST) has a requirement for an analytical Scanning Transmission Electron Microscope (STEM) for its Center for Nanoscale Science and Technology (CNST) NanoFab shared use facility located in Gaithersburg, Maryland. This procurement is conducted under full and open competition for the acquisition of commercial items and services as defined in Subpart 2.101. The NIST Center for Nanoscale Science and Technology NanoFab User Facility intends to procure an analytical scanning/transmission electron microscope (S/TEM) to replace their current microscope, which is over 12 years old. The microscope will be sited and used as a shared resource in the CNST NanoFab user facility, which is accessible to researchers from industry, academia, NIST, and other government agencies.
