Background
The Department of Veterans Affairs (VA) is seeking to procure specialized research services to support the Post Deployment Cardiopulmonary Evaluation Network (PDCEN). This initiative aims to advance the understanding of cardiopulmonary health outcomes in post-deployment veterans, addressing critical gaps identified in a 2020 report by the National Academies of Sciences. The contract will be awarded through a sole-source procurement to The Regents of The University of California, San Francisco, due to their unique qualifications and expertise in this specialized field.

Work Details
The contractor will perform specialized research tasks including:

1. Recruiting, testing, and developing a control group cohort comprising deployed and non-deployed military Veterans who are free from symptoms or diseases.

2. Conducting data collection, analysis, and reporting on cardiopulmonary health outcomes in post-deployment veterans.

3. Enhancing and expanding the existing research database to ensure comprehensive and accurate data for current and future studies.

4. Leveraging established methodologies and protocols to enrich the repository data maintained by the Airborne Hazards and Burn Pits Center of Excellence (AHBPCE).

The contractor must possess extensive knowledge in assessing pulmonary diseases related to environmental exposures and have pre-existing procedures for acquiring necessary human cardiopulmonary physiology data.

Period of Performance
The contract is expected to commence on January 15, 2026, with a base year plus two option years, ultimately concluding on January 14, 2029.

Place of Performance
The services will be performed at various locations associated with the Department of Veterans Affairs, specifically at the NJ Healthcare Centers in East Orange, NJ.
