AN/UYQ-70 Advanced Display System   2

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a Basic Order Agreement (BOA) N63394-18-G-0002 for the continued support of the AN/UYQ-70 Advanced Display System.
The anticipated contract is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) which states "only one responsible source and no other supplies or services will satisfy agency requirements." FedBizOpps (FBO) is the single point of entry for posting of synopsis and solicitations to the internet.

The contractor DRS Laurel Technologies (DRS-LT), located in Johnstown, Pennsylvania. The need for the supplies and service is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits proposals.

Disclaimer: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(a)(2)(ii) and FAR 6.302 (a)(2).

Interest parties may respond to the requirement with proof of capability to meet form, fit, and functional requirements. This notice of intent is not a request for competitive proposals. However, all proposals with supporting documents received before the closing date of this posting will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This pre-solicitation is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FEDBIZOPPS, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
