This notice is to Request a Proposal for the replacement of the AN/TRN-41 Man-Portable Tactical Air Navigation (MP TACAN) System. The Government anticipates full and open FAR Part 15 contract action. The anticipated contract action is for a five-year Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract with one option to extend the ordering period for two years. The period of performance will be established on individual delivery orders but is expected to exceed the ordering periods. The estimated contract award date is Sept. 2023 with a minimum order of five MP TACAN systems. The maximum amount for the ID/IQ is $198,360,000. The scope of this contract includes MP TACAN systems, spares, support equipment and tools, interim contractor support (hardware and maintenance/software), training, depot stand up support, non- reoccurring engineering changes to incorporate technology upgrades, data rights for the system and to support organic depot activities, per events for repairs not covered by ICS or warranty, and non-separately priced data.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation (or indefinite suspension), either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse any offeror for any costs .

Foreign participation is permitted at the prime contractor level. (AFFARS 5305.204)

The Government will review and respond as appropriate to any solicitation questions. All questions and answers will be submitted on SAM.Gov. Please submit your questions in a manner that can be published on-line for anyone to view. Please make sure your question clearly references the document, section, paragraph, page, or other identifying information, so the Government may fully understand your question.

The Government is planning on hosting a virtual Pre-Proposal Provisioning Conference on 9 Dec 22 at 9am. This conference will be open to any potential offeror who would like to attend. Each offeror will be allowed up to five attendees connections. Please send an email requesting the link by COB 5 Dec 22 to Amanda.Jones.39@us.af.mil and Ashley.Brink@us.af.mil if you would like to attend. In the email request include the email addresses, names, titles of the person/people who plan on attending. This will be held only once and no make up session or recording will be available after the meeting. The government reserves the right to cancel this at anytime. No funds will be obligation or reimbursed to any offeror to participate in this meeting. The Requirments in the RFP are the requirements for the AN/TRN-41 MP TACAN Replacement. Nothing in this meeting changes the RFP. All changes to the RFP (if necessary) will happen via ammendment posted to SAM.Gov.
